The MZA team

The Michigan Association of Planning (MAP) is the organizational entity for the Michigan Zoning Atlas. MAP is a statewide leader in planning policy that serves a membership of planners, local officials, and land-use decision maker. Executive director Andrea Brown and project manager Leah DuMouchel have published a Zoning Reform Toolkit: 15 Tools to Expand Housing Choice and Supply and a companion guide, Zoning Reform Stories and Studies. The Zoning Atlas data supports the implementation of these tools and can help match communities with specific, effective applications of the tools.

The University of Michigan provides Atlas training and education, led by Dr. Robert Goodspeed, Associate Professor of Urban and Regional Planning at the Taubman College of Architecture and Urban Planning. During the pilot phase, Dr. Goodspeed directed the collection of zoning district boundaries data and co-supervised the research assistants conducting code interpretation with Dr. Sarah Mills, Senior Research Area Specialist at the Graham Sustainability Institute. An expert on renewable energy policy and land use planning, Dr. Mills had created a preliminary zoning database focused on wind and solar siting issues which formed the basis of the pilot project database.

Grand Rapids Area Pilot

Brooke Oosterman is the executive director of Housing Next, an organization that partners with local governments, developers, and nonprofits to remove barriers to the creation of housing at all price points.

Ryan Kilpatrick is the founder and president of Flywheel, a neighborhood design firm and lead consultant to Housing Next. Using data from the Zoning Atlas pilot, Flywheel has developed a compelling analysis demonstrating that under current zoning in Kent County, meeting the pressing housing need will require consuming every scrap of vacant land and incurring an unsustainable infrastructure burden.

The Grand Rapids Area Zoning Atlas was funded with support from the Michigan Economic Development Corporation, the University of Michigan Tauban College Pressing Matters Grant Program, and Kent County American Rescue Plan Act funds.

Grand Traverse County Atlas

Yarrow Brown is the executive director of Housing North, a nonprofit organization dedicated to creating pathways to more housing in Northern Michigan.

The Grand Traverse County Zoning Atlas is funded by the Grand Traverse County Economic Development Corporation.
